A new boiler or heat pump sized against an uninsulated house is sized against a problem you are about to solve, and it will be too big, too expensive and less efficient for the whole of its life. The sequence that works is fabric first, then ventilation, then heating, because each step changes the specification of the one after it. Reversed, you pay twice and get less.

The fabric work itself needs checking rather than assuming. Early cavities are narrower than modern ones and some houses here have no genuine cavity behind the render at all, so filling without a borescope inspection risks bridging the wall and moving damp to the inside face. And once a house is insulated and sealed it has nowhere to put its moisture, which is why extract and background ventilation belong in the same specification rather than a later phone call about mould.

What order should a refurbishment be done in?
