Hayes has an old core around St Mary's church and the green, but the bulk of UB3 and UB4 arrived with the factories. Large interwar estates were built for people working at the record works and the food factories, laid out in consistent runs with shared rear access and shared drainage. Around them sit Victorian terraces near the station, post-war housing towards Yeading, and the canal with its industrial land behind.
That stock is good material with a common set of problems. The houses take rear extensions and loft conversions easily, the plots are deep, and the construction is straightforward. What varies is what is buried in the garden, because estate layouts of this age routinely put a shared drain or a public sewer exactly where an extension wants to go.
Planning
Planning permission is not the only permission
Hayes comes under Hillingdon Council. Designation is limited across UB3 and UB4, so a rear extension or a loft conversion generally proceeds on a lawful development certificate rather than a full application, and the address is worth confirming rather than assuming.
The consent people forget is the water company's. Since private sewers transferred into public ownership in 2011, a great many drains running through back gardens are now public sewers, and building over one, or within three metres of it, requires a build-over or build-near agreement. That is a separate application to Thames Water with its own timetable, and it can require a CCTV survey, a diversion or a new inspection chamber. We establish where the drainage runs before the foundations are designed.
On the ground
The drain nobody knew was public
Estate housing was drained efficiently, which means one run of pipe serving a whole row rather than a separate connection per house. For most of the last century those shared runs were private, and the householder dealt with them. In 2011 the great majority transferred to the water companies, and overnight a pipe crossing the back of several gardens in Hayes became a public sewer. Nothing changed above ground and nobody was told, which is why it still surprises people when an extension is designed straight over the top of one.
Building over a public sewer, or within three metres of it, needs a build-over or build-near agreement from the water company. That is its own application, on its own timetable, and it can call for a CCTV survey of the pipe, a redesigned foundation to bridge it, a new inspection chamber or in some cases a diversion. All of it is manageable when established at survey stage. Found when the trench is already open, it stops a site while everyone waits, and it is one of the commonest reasons an extension here runs late.

Do you work in Hayes and the UB3 and UB4 area?

What is a build-over agreement?
Permission from the water company to build over or close to a public sewer. It is separate from planning and from building control, it has its own application and timetable, and without it an extension crossing a public drain cannot lawfully proceed.
How do I know if there is a public sewer in my garden?
A drainage search will show the recorded ones, and lifting the manhole covers tells you the rest. Since 2011 many drains that used to be private became public, so a shared run serving several houses in a row is very likely to be one now, even though nothing about it changed on the ground.
Does a sewer stop me extending?
Rarely. It usually means an agreement, sometimes a survey of the pipe and occasionally a diversion or a new chamber. What it always means is time, so it belongs in the programme from the outset rather than arriving when the trench is open.
