Working with Kilburn's buildings
The side streets are the substance of NW6: Victorian and Edwardian terraces and semis along Messina Avenue, Mazenod Avenue, Priory Park Road and Cavendish Road, generally bay-fronted, generally divided into flats at some stage. Towards Kilburn Park the ground turns to red-brick mansion blocks, and the High Road itself is close to a mile of Victorian shop parades carrying two and three floors of housing above them.
So the work splits three ways. Whole-house refurbishment and extension where a terrace is still in single ownership, flat refurbishment and reconfiguration where it is not, and the upper floors above the shops, which are the most underused space in the postcode and the most involved to bring back.
Three boroughs, one postcode
West of Kilburn High Road you are in Brent. East of it you are in Camden. At the southern end, around Kilburn Park, Westminster takes over. Each runs its own local plan, designates its own conservation areas and takes its own view on extensions, conversions and roof alterations, which is why a scheme approved on one side of the road is no guide at all to what will pass on the other.
Practically, that means establishing the authority before anything else. We confirm which council covers the address, pull that borough's designation and Article 4 position, and check the planning history, because in Kilburn the neighbour's precedent may have been decided by a different authority entirely. Only then is the scheme worth drawing.
On the ground
Bringing the space above a shop back into use
Kilburn High Road runs for the best part of a mile with two or three residential floors over almost every shop, and a good share of that space is storage, or empty, or in use without ever having been made fit for it. Bringing it back is worthwhile but it is not light work. The residential part has to be separated from the commercial in fire terms, reached by an access that does not run through the shop, insulated against noise from below, and given services of its own.
Then there is the fact that the shop underneath is trading. Deliveries and waste have to go somewhere other than the shopfront, the scaffold has to leave the display and the entrance clear, and noisy work has to sit outside the hours that would cost the tenant custom. We agree that with the occupier and the freeholder before the programme is fixed, because on the High Road the constraint is rarely the building and almost always the business in it.

Which council decides planning in Kilburn?
One of three, depending on the address. Brent covers the west side of Kilburn High Road, Camden the east, and Westminster the southern end around Kilburn Park. We confirm which applies before any design work starts, because the three do not answer the same question the same way.

Yes, and the High Road has a great deal of that space sitting underused. It brings its own requirements: fire separation between the commercial and residential parts, a compliant independent access, sound insulation to the unit below, and services that do not depend on the shop.
